Every day, Haytian women, children, and men face degrading and inhumane treatment in the Dominican Republic and elsewhere—simply because of their identity.
The administration of the Dominican Republic government incites violence against the Haytian people living in the Dominican Republic in a very brutal way.
The persecution against the Haytian migrants is a serious strategy to create more chaos in Hayti.
In fact, many are being killed, arrested, tortured, beaten and deported as a result; pregnant women denied hospital even ended up giving birth right in front of a hospital in Dominican Republic.
In addition, landlords are forced to kick the Haytians out of their properties and throw away their furniture.
It is inhuman and cruel the way the Haytians are being treated by the government of the Dominican Republic.
We are now asking for the Haytian diaspora and others who are concerned against the brutal violence against Haytian migrants in the Dominican Republic.
This barbaric treatment is a violation of fundamental human rights and dignity, and it cannot be ignored any longer. Among the most alarming incidents are reports of pregnant Haytian women being denied access to hospitals during labor.
These vulnerable mothers-to-be are being cruelly expelled from healthcare facilities, forced to give birth on the streets in appalling and life-threatening conditions.
We have witnessed heartbreaking accounts of women who, in the agonizing moments of childbirth, have had to deliver their babies alone, with serious complications such as umbilical cords wrapped around their newborns’ necks.
The refusal of medical institutions to provide necessary care is not only a grave injustice but an indictment of humanity itself.
The treatment of Haytians in the Dominican Republic is inhumane, abhorrent, and utterly unacceptable. Our calls for help resonate across borders, yet the silence from the international community is deafening.
It is imperative that we amplify our voices against this discrimination and violence, standing together to demand justice and protection for those suffering in silence.
These violations—especially in the Dominican Republic and the United States— are in breach of:
- Article 7 of the Rome Statute (Crimes against Humanity);
- International Covenant on Civil and Political Rights (1966), Articles 2 & 12;
- International Convention on the Elimination of All Forms of Racial Discrimination (1965);
- UN Convention on the Rights of the Child, Article 24 (health & medical care).
In the Dominican Republic, state policy has produced:
- Arbitrary arrests and summary deportations (357,000+ in 2023–24);
- Denial of essential services, including emergency obstetric care;
- Violence by security forces—physical abuse, night raids, unlawful killings.
In the United States, a 44-year-old Haytian woman died in ICE custody in 2025 from medical neglect—her only “offense” was seeking refuge. Such systemic failures contravene both U.S. obligations under the ICCPR and the Universal Declaration of Human Rights.
The international community’s silence is unacceptable. We demand reciprocity commensurate with Hayti’s historic sacrifices and ask you to uphold the principles you helped forge.
We respectfully request:
- An independent, UN-mandated investigation (OHCHR & Special Rapporteur on Racism) into Dominican Republic policies and practices toward Haytians;
- An immediate moratorium on all deportations of Haytian migrants, pending IACHR review;
- UN Human Rights Council and OAS resolutions to enforce compliance with international human rights norms;
- In the U.S., guaranteed humane detention standards, full medical care, and access to fair hearings under the ICCPR and the UN Convention Against Torture.
We call on the United Nations – Office of the High Commissioner for Human Rights, Expedia, International Chamber of Commerce, UN Human Rights Council, United Nations Permanent Forum on Indigenous Issues, Organization of American States, African Union, and all friends of justice to break the silence.
Hayti's people deserve the dignity they long fought to secure for the world.
